Free Courses Start Today. The Scooter Smart & Commuter Safe Motorcycle Courses start today. Free, as they are being funded in the local authority areas of Cardiff, Caerphilly, Rhondda Cynon Taff & The Vale of Glamorgan. The first course is running at Maindy Stadium today. It was a nice touch to see the illuminated Traffic Advice signs on the A470, North Road this rush hour stating, “Be Aware of Motorbikes. Well done the Councils. To book yourself on a course contact the Road Safety Officer at Cardiff Council who is collating details of interested riders.
